Refund full fee to students withdrawing admission before 10 November, AICTE tells colleges

The All India Council for Technical Education (AICTE) has asked all technical institutions to refund the full fee to students in case they withdraw their admission in light of the Covid-19 pandemic and the financial difficulties it has caused.

Different technical institutions have been following their own rules so far, resulting in some amount of the fee being retained in case a student withdraws admission.

The last date for withdrawal of admissions is 10 November, and the AICTE, in a circular issued Tuesday, has said that any student who withdraws by that date should be returned the full fee. The only deduction being allowed is a processing fee of up to Rs 1,000.

If a student chooses to withdraw their admission after 10 November, he or she will have to pay the stipulated tuition fee until that particular time, if applicable.

“The institution should not demand a fee for the subsequent year/semester from a student cancelling admission at any point of time,” the circular added.

The circular, sent by AICTE Member Secretary Rajive Kumar, mentioned that the council had taken this decision in the wake of Covid-19 pandemic.

“As we are all aware, our country is going through a National Emergency that has arisen due to the outbreak of Covid-19. Ensuring safety precautions, during the threat posed by Covid-19 would be the fundamental responsibility of all citizens. And with a view to ensure quality education to all aspiring students, various measures are being taken up by government and associated bodies,” the circular read.

The circular also added that AICTE can take action against institutions that do not follow the instructions and refuse to refund a student’s fee.

According to the revised AICTE calendar, the last date for the first round of counselling for seats is 20 October, after which classes for first year students will begin on 1 November. This is also the last date for the second round of admission counselling. The deadline for cancellation of admission is 10 November.

Classes for existing students, according to the revised academic calendar, began on 1 September.
